File a complaint via Google support site. File a complaint but I'm not certain as to how fast there response will be.
That's frustrating. Maybe contact the site and let them know to take it down otherwise you'll.... a threat might just do it if Google doesn't take action fast enough. Was the article written by you so you're certain someone else didn't write it and sell it to both of you? Extremely wrong, but crazy stuff happens. If you wrote the article or are confident in the source, then this is your copyrighted material and they can get into a lot of trouble for doing this. Apart from being wrong, it's illegal (in some countries) to steal someone else's work and I'm sure they know that already. Good luck sorting this out.

And I would suggest add some plugin on your website so that the content won't be copied. Use those common tools that protect your content from selection and copy.
Such as "WP Content Copy Protection & No Right Click" I just found on google. This seems a small step but many users will stop copying your content because a copy cat won't like to write content.

Google never say no to copy content.
Google never penalize for copied content. But when someone has issues with this Google ask them to use canonical tags. (https://support.google.com/webmasters/answer/139066)
Canonical tag informs Google about which one is the original content so that Google gives value to that content only. But when we face content theft where canonical tags can't be done.

It's very unfair. I can imagine your frustration. Why don't you share the links to both sites to help you to report this situation? They have to check a massive report.
