You get paid hosting primarily for the benefit of having your own IP address, to load scripts you want to run, to store files and have more control over them

True but paid hosting can and will also pull your website offline without notice especially if its shared hosting. I agree that paid is more reliable than free hosting that is usually flyby-night though.

I think the difference here is that with paid hosting, your site and your files are your own and you have a right to demand access to them; even if it's only to migrate to another host
I'm not sure if your stuff is your own on free hosting (but I could just be facebook-jaded. haven't used free hosting in so long I have no idea how or if the general terms of service has changed across the board)

If you go just on price you could be back here moaning about paid hosting not being as good as free hosting.
Go look at webhostingtalk.com for some of the bigger names in hosting - they have a special offers section you can check for decent deals.
Myself, for cPanel hosting I am using iLoveHosting.co.uk and for 4 quid (about $7) a month I get a really good service. They went down unexpectedly for about 20 minutes and credited everyones account!
For my VPSes I use HWSHosting.co.uk, again for the price the service is phenomenal.
Its horses for courses I guess - where do you want to host, whats the max budget etc etc

Every time I choose to trust a free hosting, I losed all my work.
Free hosting is simply shit: unpredictable and long downtimes, limited functions, morons admins, slowness,banners, ecc. is what you will encounter.
If you cant afford to pay an host, just drop your project.

Just get a ball park of how much resources you are going to use and then compare it with different plans and choose one accordingly.

paid vs free??? the differece is that you pay 
also the paid hosting can go down like the free, my suggestion is:
start with free and when you have a recurring business swich to paid... but use alway one that it is in the business since at least 10 years.... because all paid hostings are flyby-night!!!
