Why Facebook blocks only some FanPages?

I always wondered how Facebook block some pages, but let others have 1,000,000 fans and WITH publishig rights. My theory: someone (a 'jalous' fan) clicks "Report this page", selects "Fake Page" or "Incorrect Category" and when facebook review it, they block it. I don't think FB just search, view and block all pages they see...

What do you think ? I have some pages with more than 150 000 fans, and don't want to lose them. (I lost a FanPage when it had only 10 000 fans)...

I have had some pages lose their publishing rights but the page stays up when I was originally earning 90% of the revenue from the FBML tab anyway so it doesn't really affect my income from the page. it's a strange subject really, I think it depends on the types of reports that a page gets to be honest. Like one of my pages someone commented on my status update saying "It's a virus", the page had a ton of reports and was taken off before it hit 10K fans, although another page lost its publishing rights (instantly), stayed up for another 2 weeks then got taken off, and another page got asked for authentication and then went down within a week.
 
Most of my pages get deleted around 400k-500k fans. I don't think it really matters on the content of your page, from facebook's angle, it just seems to be the amount of people that report it.

Per day? I split my accounts so that each account doesn't invite within 7 days of the previous invite. Inviting the same friends to different pages all day long will only make the accounts useless.
