Why doesn't Google do something like this?

Don't take whats below seriously. I'm just throwing ideas for fun 
Say you have a health blog about walking benefits.
The user clicks on the "Yes" button and is asked a preset question from a new tool the webmaster set up with something like google assistant where you can add relevance and questions related to your article.
Article title: walking against arthritis
Yes / No
Yes --> Question --> Do you suffer from arthritis / What would you like to know about arthritis
(The questions are to combat against bots. Ofc it doesn't work if the website owner sets up the questions himself and knows what the bots would have to answer with spun answers)
These answers can be sold to advertisers.
And people answering questions can get some kind of reward for improving search results. Google points or something.

I don't think Google needs such a voting tool. The result of this simple (and easy to manipulate) vote can be easily replicated with other metrics tracked by Google (and Google Analytics), such as Bounce rate, scroll on page, clicks on the canvas, etc.
