Why Does YouTube Need Verification For Brand Channels Under One Gmail!

If I want to create brand channels under my Gmail, which already has a verified channel, then why do I need to verify my phone again for the new channels and also verify with ID for advanced features?

In some of their new rules, I have read that they allow only 2 channels under one mobile number for verification. However, it says one can run 50 channels under one Gmail! Could someone who knows YouTube better shed some light on the subject and the best way to run multiple YouTube channels with the least amount of verifications or the safest way
 
The ID identification is to ensure the channel owner is real and not a bot. The best way to run multiple YouTube channels is to use a different phone number or email for each channel.

1. This is just a measure by YT to prevent spam. they will constantly ask for phone verification for new channels.
2. I think that the limit for channels under one number has already been reduced. Now if you want to create more than 5 to 6 channels, YT will most likely ask you to use more numbers to verify those channels.
