Why does twitter always say unusual/new device sign in attempt even though I use same user agent/proxy every time?

As the title. The details are always the same - same proxy and user agent but twitter always complains saying it was and unusual sign in attempt. I think this lowers my trust score and causes me to get captcha on nearly every login so I wondered what causes it?
