But not #1 under the PLACES on the search results page?

When i use GMB position tracking, it shows i am #1 . Even on proxy sites, when i do "keyword + location" i show up #1 under places

BUT when i do a search on my desktop using my regular account, I don't see my listing... the small map to the right of the map pack shows an area 1 mile north of my business location? wtf, its frustrating

Hi this could be due to Google's Penalized search result which vary based on Search history and Location settings to improve your Search visibility make sure your GMB is optimized well on these aspects.

Google personalizes search results based on your location. Even though proxy sites show your listing as #1, your regular account might be pulling results based on your current location, which could be why it's not showing up or showing a nearby business. The "places" section and the map pack on the search results page use slightly different algorithms. You ranking #1 on the map pack is a good sign, but it might not translate directly to the regular search results.

Double-check your Google My Business (GMB) listing, make sure your address is accurate and up-to-date. Optimize your GMB listing, fill out all the sections, including photos, descriptions, and relevant categories. Getting more reviews can also help boost your ranking. Search for your business name directly, this should pull up your GMB profile regardless of location.
