Why does my FB audience targeting reset?

- I create an ad
- under "Audience" I choose "Advantage audience" and click "edit" under Audience details
- I set my audience as desired and click "save audience" - all good
- when I publish my ad to go under review, I see that my audience has been set to my default location and default age range and all the other targeting is blank.

Why does this happen? What should I do to make the ads actually target the audience I set out to target?
