Why does Google take 10000000 years to recognize a 301?

My site gets crawled very frequently...

Yet I have one article mysite.com/tv-set-reviews, changed the URL to mysite.com/tv-reviews and 301'd the new URL to the old one and it's STILL not realizing it's been 301'd almost 3 months later. It's absolutely ridiculous. Now the article can't rank well because it thinks it's dupe content and both articles are in the search engine still.

Same problem on another site.

You could try this. Rebuild your sitemap and remove the old url from being in the index via Search Console (Webmaster tools). I believe there is an option from within there.

3 months? submit it to google index and see what that does.

Google usually picks up a 301 fast, never took more than 1 week for me.

WMT isn't an option for all sites though...

If Google has correctly updated the index, it has redirected the link profile as well.
