Why does Google index stuff like prlog.ru and m.biz?

Anyone have any ideas?

I'm not worried about this effecting my site as these seem to hit tons of websites and I've disavowed them but some might think Google wouldn't wanna index this stuff. Any ideas?

They obviously think that the add to their search results in a positive manner.

I can't understand anything on prlog.ru but not all scraper sites as bad... it looks like some people might find them useful.

One of those sites is loading slowly, but Google's algorithm isn't perfect, so it can be "tricked" into indexing trash.

By the way, thanks for posting the link to that Russian site. While I wouldn't use the other tools on that website, the "free backlink tool" supposedly posts some spammy links I want to use for some parasite pages.
