Why does Amazon require a website during affiliate application if publisher can share links anywhere later?

When applying for the Amazon Associates Program, Amazon requires me to submit a Site for approval.
However, I’ve seen many publisher who share their Amazon links across social media platforms, forums, YouTube, not on their original website.
So what’s the real purpose of the initial “site approval” step?
Is it only to verify content quality and applicant legitimacy, or does it still restrict where we’re allowed to post links later (e.g., if we also share them on social media or in ads)?

It is to keep spammers away. They need you to prove that you are worth it joining their program.

Yeah, I get the idea, but I honestly don’t think it really works that way.
Someone can easily submit a clean, legit-looking website just to get approved — then go on to drop their affiliate links all over black-hat sites, spam blogs, or social media anyway.
Amazon can’t possibly review every link placement manually, right?
