Why does Adwords even give 350$ threshold?

Since there is a hype with threshold accounts, I was the one trying to get it to work also. Since it didn't work for me at all, I went legit and it's working out great rn. Now since I know quite a big amount of people are doing threshold accounts successfully, why the f does Adwords even give 350$ threshold? Why not just 50$ or so like Facebook? And people doing threshold accounts, aren't you afraid of getting caught? And by caught I don't mean by leaving a fingerprint when creating accs, more like Adwords doing a research to which affilaite the gatherd leads go to or something like that. I know there are even people with 10k$ accs, which is even scarier. Wonder what kind of consequences there would be. Well I did go a little bit off-topic based on the title.

In my experience the threshold accounts are safer than manual payments because if you do manual payment of 10 k euro and you get banned it takes 1-4 weeks to get your money back, but with threshold accounts you have to pay x amount after you get banned.
