Why does a new website can get pr 3 in a few days time?

I found a new website (perthairremoval(*)com) got pr 3 in a few days time,could anyone tell me how can he do it?

I guess the domain name already had PR3, if the website is new, I believe it will soon drop back down to 0 at the next google update.

it has sitewide links from google, yahoo and bing. LOL

This is not a new website. I see it has records that at least go back to early 2011.

Get over the PR gig it is worthless metrics that had it's best days circa 2005 - 2006...

Concentrate on every other aspect of the website development, but the PR forget it...
