Why do youtube channel display skip ads when google doesn’t pay for them?

I don’t understand the concept of skip ads because the channel owners doesn’t get paid for it, but theoretically if a ad display more than 1 second it should be paid for, what am I missing here about skip ads

For me, I think YouTube pays for both video views and ads view to creators, which means when an ads is view for more than 4seconds, it counts for the money to be paid to the creator

i think they pay for 1k impressions not as much as 30 sec view, tho

The percentage of people who skip ads heavily impacts YouTubers' revenue as YouTube does not count skipped ads as a view, advertisers don't pay for skipped ads, and therefore creators do not get paid for viewers who skip ads. If a YouTuber has an audience made of people who always skip ads, they won't earn as much.

Not every ad is skipable. Also as a advertiser you pay per impressions. Display campaigns (compared to search) in general have much lower CTR, so this is already factored in when advertisers estimate ROI.
