Well, the people doing it have their own tricks. VCCs, VBAs, Agency accounts, etc. It's good, and it's true.
Nope, you can use the same site multiple times on different accounts.
Depends on how you make the landing page and ad copy. You have to follow the G Ads guidelines.

I cannot say that there are no risks, but I don't know about those. This is not purely white hat. If you do it, you have to be prepared for the consequences. A friend of mine has promoted his e-commerce store on more than 15 accounts, without any issues. So, I am not sure what should I tell you.
