why do some sites have a high UR without DR

What does it mean to have a higher UR without any DR, if the backlink profile is good enough to raise the homepages UR why does the DR not move?

2 possible reasons:

1) Ahrefs' algo is having issues calculating the DR (which apparently it does as I understand from some members of the forum);
2) the site owner is purposely or unknowingly preventing the link juice from flowing into the homepage (unlikely, but possible);

You understand what the difference is between UR and DR?

If you analyze a domain, the homepage's UR is shown so if the majority of links are going to the homepage the UR can often be higher than the DR, or if you are checking a specific inner page that a lot of links go to, same applies.
 
UR the number denotes the stronger a page's link profile but the DR denotes backlinks pointing to homepage. So the source domain splits its rating equally amongst the domains it links to. Furthermore, a DR-10 domain which links to three other domains can influence your DR more than a DR-80 domain which links to a million other domains.

Therefore, try to build high DR backlinks with less links to other domains
