I think it’s more to do with what is cheaper and easy for most people. And that is the reason we have been witnessing the ushering of spam on the internet.

While some marketers may have had a lot of success with “spamming and banking” method, they are yet to wake up to the harsh realities of life, which is why they still put their money into the same funnel that made them money in the past, completely ignoring how google is ranking and assigning value to a website these days.

Of course, there are BHS techniques with more or less risk. Here it depends on the project, if You are building a brand for years, it is better to use techniques with less risk.

On the other hand, for typical affiliate projects, it's often better to use typical BHS techniques with higher risk to generate profit faster.

There's almost no distinction between white hat and black hat SEO today. So that discussion is very old.

Unless of course you're talking about some illegal practices. By the way, PBNs don't count as illegal.

in an ideal world we would all charge 2000 marketing per customer but most skate by with 400 euro a month customers
and keeping 10 on the books is hard work and there is regular churn and people leaving when approched by other providers.
