Generally, getting any link falls under violating Google's webmaster guidelines, so there is a BHS. Buying links from PBNs or guest posts, is just as Black Hat SEO.
Of course, there are BHS techniques with more or less risk. Here it depends on the project, if You are building a brand for years, it is better to use techniques with less risk.
On the other hand, for typical affiliate projects, it's often better to use typical BHS techniques with higher risk to generate profit faster.

There's almost no distinction between white hat and black hat SEO today. So that discussion is very old.
Unless of course you're talking about some illegal practices. By the way, PBNs don't count as illegal.
