Why do people like to use IP as domain ?

Why do people like to use IP as domain ? what I analyze from them is that they don't do link building at all but get high seo rankings
anybody have an idea ?

I'm not 100% sure on this, but from a few chats I've had and a few fragments of conversation I've read, the use of an IP as your site address, especially in markets such as casino/gambling, is that it's less likely to appear on block lists, blacklists and such than a full domain is. If an IP address is blacklisted then that would affect everyone using it, which could affect multiple domains.
I'm not sure about the 'don't do link building at all' part though - most sites I've seen using an IP to point to their site are spammed to hell.

im pretty sure that they online linking each ip domain :/ and rank higher
