Why do people like to use IP as domain ? what I analyze from them is that they don't do link building at all but get high seo rankings
anybody have an idea ?
 
I can't say I've ever seen an IP address rank for anything. Not in 10 years, anyway...I remember back in the 2000s I would see these from time to time.

ive seen people running indonesian google ads campaigns they use ips as domains as they don't want to be taken down by the government as gambling is illegal in indonesia
 
In my country, those weird IP sites often illegal ones, they may use some techniques to bypass the search engine ban and regulators, a domain can easily get caught and filtered, but IP can change and have less traces to follow. Also, you can make it online or offline at anytime, any location, with mobile devices like a used PC laoptop, Android phone, or etc.
