That depends a lot on the link building strategy. Sometimes it's close to impossible to get a good contextual do_follow backlink with an exact anchor from a reputable site.

It's better to avoid exact anchors completely. The benefit from them is really minimal compared with the dangers.

Real SEO results come from the cumulative effect of just "doing the right strategy" month in month out. Good links will give a little boost in the short term, but no single batch of links is going to give any sort of life changing results to a site. It's just a month on month process of adding content, building links and ageing.

For that reason it's best to avoid exacts and heavy partials and stick with a heavy brand/naked/misc anchor strategy, while mixing in a few partials from your stronger contextual sources, especially to inner pages where phrase type anchors are more common. Google doesn't really consider an exact stronger than a phrase anymore. They understand that "best toaster" is the same as "some of the best options for toasters", except the 2nd is far more likely to be used naturally by someone just writing and linking.

Try googling "best toasters" and "some of the best options for toasters" side by side. The results are almost identical.

In 2010 the 2nd would have yielded no results of use at all. Just garbage. Google is very good at understanding language now, so it's better to link out with phrases that are more likely to appear naturally in articles.

Here's a perfect example. All I did was go to cnn.com and look at the first article

Let's look at the anchors that the author uses here

"said we were still about 10 years away"

"400,000 people a year"

"it was found to worsen the symptoms of the disease"

So with that in mind think about a link to your best toaster page.. Things like "the russell hobbs legacy was found to be the best toaster", "they tested some of the best toasters on the market here"

People WILL sometimes naturally link with things like "the best toaster", but a raw, exact anchor like that doesn't appear naturally that much. I'll be doing some extensive case studies on linking/anchors soon so I'll have some better figures, but a page with 5-6 links, having 1 exact is ok, but 2 is a statistical improbability. Then if EVERY one of your pages has an exact anchor, what does that say? How hard is it for google to just look at a site as a whole and see that every page has a targeted anchor, then some non-targeted. That's also a statistical improbability.

The way to look at anchors is in terms of avoiding statistical improbabilities. You must blend in so the algorithm doesn't spot you.

The exception tends to be product names. You see a lot of just raw exact product name links, but other types of searches, no, people usually link with some natural language.
 
A well built PBN will provide you the good quality of link juice. This boosts up your site rankings. It is always a wise decision to enjoy the quick results in a highly competitive market.
 
With a pbn.. ymis it possible to use it over and over to get other links to websites if you start a.m new site?

If you get a contextual homepage link on any decent site it's going to be strong. A guest post is just a brand new post, with zero link juice and won't even have any other internal links from other parts of the site, which makes it almost useless unless you have many of them, and those guest posts also get internal links from other parts of the site.

if you had to choose between contextual link from footer vs an inner page, which one would you pick?

A footer link isn't contextual :-)

Yes you could have some surrounding text there, but a footer link is a site-wide link.

They work. A site-wide link is very strong, but you have to be careful with them. Brand/naked anchors, and THAT is where you need relevancy.

As I've said before there is no such thing as a 'niche' in google's eyes. Computers don't classify sites as a single niche, but a collection of pages/groups of text/topics/relations. But the site will need to have topics close to you.

But in saying that, you'll still rank from an irrelevant footer link. There's just a higher risk with a footer link from a football site to a pet site.

No, not really any of that. It doesn't give faster ranking. You can't rank fast with anything anymore. Control doesn't rank you, and flexibility to test ideas doesn't rank you.

It's really simple, I don't know why everyone is making it complex. A pbn link is a homepage context. The homepage is where most of the power comes from. That's it. Nothing else.
