The flagging of an account does not only come from the proxy but it also depends on many other factors. You need to slowly let Facebook identify your account as a real user standing behind it, that will limit the possibility of your account being banned.
That's right, Meta not only checks proxies but also checks device/browser traces, account behavior, payment methods and activity history. If a new account has no natural activity and runs ads right away, it is easy to be flagged, so it needs to be warmed up gradually to look like a real user.
Proxies help, but Meta looks at much more — device/browser fingerprints, activity timing, and behavior patterns. If your warm-up looks unnatural, accounts still get flagged fast.
If it was me, I'd just work with a rep and escalate appeals on the profiles when they get suspended - once they come back from suspension they're usually way stronger. Otherwise you're risking a flag at some point later on when META decides they detected something they don't like.
