Why do marketing agency pay is so low?

Fellow Indian here. I have been working in a marketing agency for a while and i have noticed that most of the marketing agencies pay is pretty low here for the SEO/PPC position.
Marketing agencies get good number of clients (big and small), so why positions in marketing agencies pay low/.
Is this true all over the world or just here. If anyone working in an agency can shed some light

I too am confused lol it's like the clients are from tier 1 countries and they get paid good but the salary they give is too low

This is because they have a number of job applicants. However, with experience the salary will grow.

My guess: because that can.
Likely enough candidates they seem to be happy with at set salary. Would pay more if they weren't getting applications.

Marketing is a pretty flooded employee pool. You have to set yourself apart from the rest if you want to make a lot. Marketing agencies on the other hand, you pay for quality.

I doubt they get lot of applications. Even if they were, they dont hire most of them. Any known marketing agency here would have at most 100 employees. But most of the agencies have not more than 30 employees but the pay is still low.
