Why do I have to have multiple IPs?

Mostly while posting, but I also like to know both methods pro and con and how to work them please.On your server? Whilst posting? A bit more information would be useful for us too
You need multiple IP addresses because they are a unique identifier of your location/computer/etc. If you only use one if you are posting, for example, google will realize all of your posts are coming from the same computer/location.
To solve this use proxies which mask/change your IP address. If you use scrapebox you can harvest free ones, if not there are many useful threads on this. Private ones can be bought which is better and safer for posting. Just go to the proxies section and look at the stickies at the top- they will give you all the info and tools you need.
