What comments?
What IP / proxy?
What previous bans?
What other usage?
How you making comments? manual / bot / api / mobile api / browser / phone

Yes you can only add 60 comments per hour (I think). You will be notified if you trying doing it more.

Its look like too much activity on that account at same time, this includes the accumulation of other activities beside comments as well

That would be 1440 a day.

I don't know, but I think that may, just, kind of be on the slightly "high" side.

the Instagram algorithm is different for everyone. depends on the age of your account and previous activities.

This is insane! I just opened Instagram commented on a photo and again the comment blocker! So now I can't even put the description on the post! My account is 5 months old.
