Because French is a rich country. FR PIN submits pay even $45.

Lol I don't think it's because of that.USA,Canada,Japan,Britain etc are also rich but you don't see them paying such an amount for a pin submit.How do advertisers convert these leads?I remember USA submits used to pay also high amount in the past.
Your argument is invalid. US, UK, Germany, Australia,... are also rich countries
but I've never seen high paying Pin submit offers for them.

I read somewhere that it has to do with how French mobile plans work i.e. they give you the value you have left in euros instead of sms/minutes etc. So I guess people don't really care if at the end of the month they have some credit left and spend it on some random website.
The question is: Why do only French make $40 per Pin submit?
What about other countries?
Can you elaborate more on this.

Probably a seasonal thing. Programs may pay absurd high commissions when they launch, then they go back to normal rates.

Not only France got such high paying offers. It really depends on the laws of the countries and the network/advertisers you work with.
There are also $30+ Pin/CC submits for Netherlands, Germany, UK, Norway and Austria for example.
The really high paying offers are usually not available to the public and require manual approval of the advertisers.
I think France is a little less strict with the laws, but I heard that this will change now and the high paying French offers will disappear for the public.
Cpagrip already started to remove the public access to the $30+ FR submits and now requires manual approval to check if your traffic is clean and legal.
