Why do +1's disappear?

Why do they disappear and how do you prevent them from disappearing?

I had 78 on one of my sites for over 2 months. All of a sudden today all but 17 disappeared.

Yeah, this is kinda funny.
Example:
If you bought 60 google+ from Fiverr. 2 months later, half of them are gone.
only thing I suspect is, some of the google accounts might be created by the same people and might be removed due to not unique? I am just guessing.

The Google account belong in +1's has disabled due to TOS violation, that's real answer! So, don't buy any +1's , it's a waste of money..

Mine wasn't disabled....and i've bought them.....still they were useless

I read somewhere that Google devalues from those accounts which have no activity other than +1'ing the webpages...

I think this is a move by Google to control the fake +1's.
