Why currency exchange is strictly prohibited in bhw?

I can understand if it's crypto due to safety concern,

But why fiat money exchange (i.e USD to CNY, or Paypal to local bank transfer) is not allowed as well?

To my knowledge there's no downsides. Or am i missing something?

The risk is a pretty big downside if you ask me.
