For the old coupons yes. If you want to use coupons on new accounts now, you have to deposit 25 dollars and only after that you can apply the coupon.
For the accounts that are already currently active with coupons, they will keep working until you run out of money.

Do the coupon codes that "expired" on Sept 30 work on new accounts if you spend the $25, or are there going to be new coupon codes?
That's news to me! It seems Google is trying hard to prevent abuse of these coupons.
