Iq is genetic, it's not earned or can be learned.
Ashkenazi Jews and the western Europeans have the highest IQ .
Your argument doesn't makes any sense.

The issue here is you assume the lower caste people of having low iq.

At least now I know that India's poor development is not because of the so called lower caste people. It is actually the fault of the so called "higher caste" people who is selfish, arrogant and judgemental.

India will never move forward until they abolish the primitive caste system.

High IQ people can't be poor or have 10 kids when they can't even feed themselves.
Also, caste system will be replaced with class system.

Everything is due to various factors, from the education given in the houses to the importance that the government of each country gives to cleaning it.

Normally people throw garbage on the street because they are surely used to seeing their streets dirty or because they simply believe that if they did not do it there would be no change. I am sure that if they looked for some way to solve this in some countries they could have a better image / environment / health. Issuing fines, penalties, or even jail for doing this repeatedly could be a solution.

But what I have said before, I am sure that no one will sacrifice their comfort to "save the planet" or to maintain a clean street, so this would have to be forced in a place where people do not mind taking care of their own country.

I've seen a documentary where sewage and industrial waste was dumped to one of India's main rivers, making the water stink and drinking it hazardous for those who rely on it. From this example it's clear that Indian government doesn't give a F about public health, or cleanliness.

West had its dirty period too, people used to throw their dump out from window to the streets of London, you couldn't walk without stepping on a human fece; but, they've eventually changed habit.

Installing new trash bins and employing street sweepers would definetly start to make a difference.

In the west children are taught not to litter. In the east, Children are taught not to litter, and if you see litter from someone else, you pick it up. Public spaces are taken care of by the public. The west lacks that bit but makes up for it by hiring public services to clean up after the retards who were never taught not to litter. It also comes down to the empathy factor. For some reason poorer countries lack empathy, Weather that's because things are harder or not is up for debate. But you guys spit out sociopaths like nothing else.

Also, I'm guessing corruption and lack of laws is also a factor. If you get caught littering you're going to have a major fine on your hands. Even if these rules exist in these other countries, They are rarely enforced, or simply bribed to look the other way.

Littering is but 1 branch connected to an entire tree of issues.

Look at your two example picture.
India Road, How many people and car there can you count?
Europe road, less than 20 people

So, the result is Over population and mentality, behavior

You no need to go to Europe you can get example from your nearest country Bhutan

Clean streets are probably at the bottom of the priority list of many people in India.

They can be financially upper class or middle class, but never poor.

Sorry, but that's just very wrong. Even without a drug problem or other addiction, I know quite a few very intelligent people who are poor by western standards. Depression, no discipline, mental breakdown - there are many reasons for failure.

Actually, IQ and success in life only have a weak correlation. A large US study found that anything higher than 115 doesn't give you a higher chance of success.

It is a sad question and iam looking for answers and opinions ,why 3rd world countries roads and streets are dirty ,even some of european countries like belarus despite being in economical trouble they keep their country clean why country like india we cant keep the country clean ,the change should start from us right ? our opinions are welcomed

Sorry to burst your bubble, but you took some extreme examples there. In the West, we've got some dirty ass streets, too. I've seen 'em.

Why would I have to cope? Having a high IQ is a good basis, but discipline and people skills are more important to achieve success. Ideally, you have all three, but IQ is the least important.

If you are a genius without discipline or people skills, you will achieve nothing.

Many millionaires aren't particularly intelligent, but they work hard and they know how to get along with people.

I agree but you don't have go socialize with everyone, only with the people who are important.

90% of the people you will try to socialize are waste of time. Most rich people don't socialize with anyone or try to be a social Animal, they only do it with the people with whom it's important.
