People buy traffic to index the site faster and also drive the people to their site.

I think no need to buy traffic. we should create relevant traffic by quality backlink.

I have tried buying traffic in the past, but is usually ended up bot generated traffic...... Adwords for high ranking keywords, is unbelievable in price. So....unless I have been looking in the wrong places???.....lol

Quality traffic is bought by webmasters who sell stuff online. But targeted quality traffic isn't cheap, it can even have the same price as adwords have.
... just too lazy to explain... in short - you buy 1000 quality (carefully targeted) visitors for $0.50 each and 5-10% of them will buy your actual product. Especially it is worth if these customers will have to return to buy the same product on regular basis...
that is the only good reason to buy traffic .. all the others are based on desire to lie to yourself or others.

If you use adsense never buy any traffic. Also i really do not see any point of buying traffic for other purposes as well.

There are TONS of paid traffic sources, the idea is to test them and see what traffic converts for you. Then modify your page/site and test conversions again.
Obviously you need targeted traffic, people looking for toothbrushes aren't going to buy lawn mowers.
When you find a traffic source that converts well for you...You Win.
Track everything, and test > modify > test > modify.
