Why buy adwords accounts?

This is a total noob question I know, but why buy old adwords accounts? I assume it's because google bans people now and again... but is there more to that? Is there some sort of money making angle to turning over old adwords accounts?

You said "Buying Old Accounts" I dont think so that many people out there want to buy OLD Accounts because Adwords Vouchers dont work on old accounts. Now if someone want to Buy Old Account then he/she must have a Credit Card to use with it and to me its useless to waste $$ on buying old account and use CC.
If You talking about people selling and buying Pre-Activated Accounts then thats something else. People buy these because they are preloaded with vouchers worth $75, $80, $100, $130 etc.
You aslo asked about money making with adwords , So answer is a big YES . Adwords is the most dependable PPC . and If you advertise your site/product then it will make some sales for sure. Now if you buy some Pre Activated Adword account for lets say $25 which has $80 in Balance and you Advertise some product of you which price is $20 and you made 4 sales because of adwords . Now do the math ..
