Usually it’s because the platform is built for direct peer-to-peer transactions, using escrow, automation, or smart contracts instead of intermediaries.
This reduces fees and friction, but shifts more responsibility (risk, verification, disputes) to the users.
On short, too much responsability (including the legal point of view). BlackHat World Staff recommends Escrow.com to be used as a security measure against potential scams.
Until we launch marketplace 2, which as @SettingSun77 mentioned will address this, it's up to each of us to do our own due diligence before buying or working with someone.
Ask for a portfolio, work history, references, or proof that they actually understand your requirements and can actually complete the work. Be smart and don't go straight to telegram, where the other person can delete the entire conversation history and leave you with zero proof a transaction happened and for the love of all don't immediately pay in crypto if you can't pay a stupid tax (i.e. lose the money). If it's money you can't lose use Escrow.com or another escrow service or something where there's a refund process like paypal.
Unfortunately our rules and processes can only go so far, every one of us still needs to take personal responsibility as well and put in the work.
