Why are the giants hoarding .co domain names?

The renewal price of .co is 21$ it never went below 21$. So lots of them get dropped and reragistered for 2$. That's another reason. I use the for link shorter they don't look spammy and very small domain name can be easily registered due to avialablity. That's yet another reason.

To be honest, I really don’t understand why anyone would use regional TLDs for an international site. No matter how good they look or sound, there are always “political” risks. The rules can just change overnight.

True. High renewals kill long-term value, great for short links.
This is also my guess. There are times when the domain name you're trying to use is already taken. Changing it to .co is not that drastic of a difference. It's the same with gamers adding a "." at the end of their username when the one they want to use is already taken.
