I read that Ukraine is one of the largest exporters of information technology (IT) services globally. Segments such as outsourcing, cybersecurity, artificial intelligence (AI), mobile applications, blockchain, and e-government were in rapid development before the war.

What a nonsence? I have visited Ukraine before the war, it's a backward country with poor technology. All the acquaintances I met during the trip kept their VPS/VDS in the Netherlands and Germany.
So, I see the only reason why they are so active now - because the prices are too low, they are willing to do anything for cents.

Because the large account was created by an automation tool. They have hight thresholds for running ads.

Yes, this seems true. Also I think most know English so they can tap into global market well. VN and phillipines know english but they have absolutely aweful rep in IM

I have a lot of clients running ads who are Ukranians, their markets are in Russia and Europe
