Why are PPI networks not responding at ALL?

Nothing, we just separated the system for Russian- and English- speaking users. Thus InstallMonster.ru is for those who speak Russian, and InsTerra.com - for English speaking users. But you can see that visually both web-site are 1to1.
Rates for tier1 traffic really depends on the quality, it could be as high as $1.8 for installer launch. Yeah, I know that some PPI networks say they pay $2 per install, but we tested them on our traffic and got some really terrible rates.
Payment terms can be discussed - we usually pay weekly on Mondays, but we also have anti-fraud system which detects override or manual installs.

We worked for almost 3 years on CIS market, and started expanding half a year ago for tier1 market.
You can read feedback about us even on this phorum in "Any non israeli ppi" topic.
Moreover, you can check my LinkedIn account and make sure I am not the one who just appeared on the market and will take your $100 in order to kill our reputation. We worked hard and have individual approach for each webmaster.

Don't waste your time with these guys (InstallMonster.ru / Insterra.com ) . We sent 18 executions in the last hour and got only 6 conversions (US traffic) for a mere $2.03.
For comparison, we get 40% conversion out of our executions at Amonetize, at a fixed rate of $1.70 so 18 executions = $12.04

Of cours you won't get more conversions with the system you created. I have no idea why you did that - but the user downloads zip archive in which you archived SkyDownloader, then this SkyDownloader is downloading our installer and launches it with full widnows as a separate application. With such scheme I am even surprised that you got any conversions.
As I explained - you need to wrap your file with our installer, not vice versa. You did everything as you wished and now surprising about low conversions. Sorry, but it is not professional.

You are an idiot, trying to spin the story in your favour. There is no SKYDownloader, its the name of the installer (SKYPLAYER). We used our installer to run yours. Why ? So we can track executions. You are shaving more than any other network we have ever worked with and your rates are a JOKE.

I am not trying to spin anything in my favour, I am giving the facts - you wrapped our installer into yours, so the user is seeing 2 windows - one of your installer and second of ours, of course he will close our installer. If he was to install your sky player, why should he keep on clicking "Next" in our installer which does not have any relation to what he was looking for ? Put yourself in users' shoes and I hope you will understand that. But, no, you are crying that - "Look, I did 6 launches of their installer and they paid me only $2" - as I said - with such scheme you are trying to earn - I am even surprised that someone did click Next in our installer and got the offers installed.
Moreover, out of those 6 launches - 2 launches were made by us in order to test how it works on your end. And now you are trying to bring any proofs that we are shawing based on 4 launches!! Come on, I don't think that this phorum is for teenagers, if you do make money in this business, you need to understand that proper test cannot be based on 4 installer launches.
