why are PA and DA different for a root domain

Are you sure mate, in my mind PA=Page Authority and DA=Domain Authority. So if page=domain then PA should be = to DA...

Domain Authority - domain authority based on a multitude of factors (including links strength) that correlate with Google rankings
Page Authority - same thing as domain authority but for a specific page (homepage or not)
I.E. in Open Site Explorer, if you input www_domain_com, you'll get domain_com (the root domain) DA as well as the homepage's PA
In the end, a root domain could be really strong and not his homepage, it's often the case when you have targetted and highly linked to sub-pages.

Domain Authority is one of the many search engine ranking factor. So DA is more useful for ranking process.
