Why Ahrefs result is so much different than Google and others

Term is "attorneys car accident". Search volume from each is given below:

Ahrefs.com = 400
Google AdWords Keywords Tool = 10K to 100K
WordStream.com = 74000

Is it because Ahrefs is showing phrase match while others are doing broad match? I tried phrase match "attorneys car accident" and exact match [attorneys car accident] in Google but no difference in result. It always shows result for attorneys car accident (without quotes and brackets)

Well, same thing with Semrush too; it also shows a different volume than Ahrefs.
 
This is common for all SEO tools. it's an approximation for the most part
Average out the SV from Semrush and Ahrefs

This has always been the case. In fact, nobody knows exactly what the search volume of most keywords are. No tool provides accurate information. Only GSC gives something close, but you need to rank number 1 or 2 to appear on almost all search impressions of the keyword.

I noticed, the closer you are to number 1 on the GSC, the higher your site's impression count for that particular keyword.
 
The search volume Accuracy of each tool varies. Each tool built up with differently, this reason for variation of different results.

Also depends on the time range when its crawled for that keyword data.
 
Each tool has different algorithms and search volume change frequently. Might be ahrefs shows for a single country and other tools might show worldwide volume, look into that.
 
The same happens for Semrush because they are using different volumes and machines,also, those all are not accurate.
 
Every tool will give different results, firstly because they crawl differently, and secondly you need to read exactly what the metric is, as they may use different specifics such as location.
