Who to ask for when cold calling a business?

Might sound like a noob question but I'm wondering If I talk to ever answers the phone or ask for someone like the manager? Who do I ask for?
 
I used to work as a stockbroker for a month and all the time in cold callings we had to ask for the CEO. Before you call a business get some infos for the copmany you're calling, try to find who is CEO, after that you can call the company and ask for the CEO. It's easy to get them on phone, even if a secretary answers.
So I guess that the best way is to reach the owner of the company so he will decide if he wanna work with you or not.

Depends on the business you are calling. Just for an example if you were calling a McDonalds you would
want to speak to the franchise owner since he is the only one capable of actually purchasing your service.
Know the company you are calling and what their structure is like so you know who to ask for.
