I would like to learn the technique to create private proxy. Who can help me?

jackychan: it's super easy to create your own proxies.. just buy the cheapest vps for like $3-4 a month on linux.. but additional ips.. you can find them even for 0,50$ each.. then install squid (its a proxy server) .. and voila! .. u have your own private proxies .. when looking for cheap ips and vps.. I recommend u to visit webhostingtalk.. if u dont know how to install squid u can go to any linux forum and ask somebody to do it for you.. a can assure you u will find someone who will do it for free.. because its a 5 minutes of work :> .. or just post it on fivver..
