I have see some people earn money by promoting IMDb Actor/Actress profiles...
I think there should be something like referral program...but i am unable to get correct details...
Please help me

no one knows? They are using same existing IMDb profiles... but at the end of the URL...can be seen "?ref_=fn_al_nm_1"
That means it is a referral link...

this is imdb's own referral stuff and as far as i know imdb has no affiliate service

This is accurate information in my opinion. The appended variables are not part of an affiliate program, but do represent tracking variables so imdb accurately records the path of visitors as they move through the site, or as hits are generated from external sources. A referrer is more often a form of communicating information about how someone gets to an end point rather than an actual affiliate style referrer.
