Buy a (expiring/expired/dropped) domain name with high PR.
Let it resolve to one of your hosting accounts. If you have a reseller account, set up an account with the
lowest harddisk space and bandwidth possible.
Do
not let the domain name you just bought resolve to the same hosting account (website) that you are going to let Google gift the new PR rank, etc to.
Do a permanently moved re-direction (mod-rewrite 301) to your PR0 (or unrated) domain name with an .htaccess file. You must re-direct from high PR to low PR.
Your .htaccess file should look like this :

Leave the re-direction permantly active.
Visit your (expiring/expired/dropped) domain name, and check whether it re-directs to your low PR domain name.
Next time that Google's bot visits you, they will de-index everything from the (expiring/expired/dropped) domain name that you bought, and give your low PR domain name all the high PR, and backlinks to the main (expiring/expired/dropped) domain name, etc) that existed.
Can't remember if you also get the domain age advantage if the (expiring/expired/dropped) domain name is older.
Also can't remember, when you are able to take over the (expiring/expired/dropped) domain's content/pages, whether you will also get all the deep backlinks to it's pages.
Basically you get everything built up by the previous owner of the domain name.
If they had DMOZ or Yahoo Directory back links you will have them also.
DMOZ is pretty hard to get, and a Yahoo Directory listings cost something like $299.
This method is also good to get yourself out of Google's Sandbox (if it exists).
You'll also get the "trust" rank of the other domain to rank for your keywords.
If you buy a domain name with existing traffic in your niche, it's even better. You get high PR and more traffic.

Check the "domain names" and "domain values" menu options at the top.
I'm not too keen on recommending them anymore. But that has nothing to do with their service. But everything with their discontinuation of one-day tickets. But I'm completely off-topic now.
