who is using ecatel.net

I wish to host my site with ecatel but few days back when i tried to submit a ticket their support system was down for nearly 6 hours.

Anyone plz advise will they provide 99.9% uptime for dedicated servers.Any suggestions.I feel their price is good and affordable for me.
