Probably the easiest thing for you right now would be to install WordPress (or buy wp hosting from a provider), and use a page builder plugin. It's not the best, but it should get you started for sure.

unfamiliar with how weebly themes work. but since its ripped then probably you want to edit a static page.

there is this very basic template I wanna edit, it's four pages HOME SERVICES ABOUT CONTACT, I'd like to make it all in one page, clicking the menu buttons should make the page scroll down to relevant section. Explain how to add logo in upper left corner, I know how to add, let's say explain how to make the logo image fit well.

That's not the easiest thing to do on earth tbh. What you are talking about is a spa (single page application). One trick could be (non free) hire someone to do it for you from the bst section. Then look at the code changes and learn from it.

If I understood correctly, you have ripped pages that you want to slice sections from and make it one page.
You can do it by copying and pasting the related html and use anchors for your nav menu; or dupe the design on wordpress with page builders like king or elementor which would save a lot of time and is something that will last.
