The best way for you to find out is to test it. All networks have different advertisers, sometimes one network can give a high CPM for one website and a low for another (within the same account) because advertising campaigns are converted differently on both.
Although popunder ads are paid via CPM, they still are mainly CPA based advertisers, so conversion rate matters. The better traffic you;'ve got - the better it will convert for advertisers - higher price they will be willing to pay.

Try both, but not in rotation, separately.
Add one network for a week - see the results, then do the same with another and compare.
But also, don't look at CPMs as much, compare the revenue. Some networks cut impressions to show fake high CPMs, so it's hard to determine which one has the best CPM, but you will see the comparison in $$$
