BlamAds and Adscend offer very flexible and robust lockers. They also allow direct linking on their offers. I also recommend ******* (monetizeDigital), but they no longer allow direct linking.

Adworkmedia is not bad, but you should probably go with a Content Locker like CLP or Mighty Content Locker.
