Who has a large proxy database in Russia?

a huge database can still be junk if tis the same dead ranges recycled every now and then. i think the carrier and subnet spread matters more. ask whether they have ASN diversity and how fast burned ips get replaced. a smaller pool with real churn performs better than a massive stale one
