Who changed the payment profile on Google Ads?

Hello forum. Tell me, is it possible to change the payment profile on all accounts, or can Google refuse to change the payment profile?

I was told that Google would send a document where you need to specify a new bank card to change the payment profile. Please send me an example of such a document

Log into the Google Ads account (or even to the associated Gmail) and then go to pay dot google dot com and it should IDEALLY be possible to add a new payment (billing) profile from there.
