I have always wondered if there are specific criterias for Google to consider any seo technique as whitehat or blackhat. What they call whitehat today become blackhat for them in next update? What can webmasters do to avoid penalties in this situation?

You can avoid penalties by keeping these factors in mind :- Build High Quality Backlinks, Stay ethical & transparent, Follow google's guidelines, Avoid Keyword stuffing, Regular Audit your website.

Create a well optimized fast loading website with content focused for the user not for search engine or ranking.

Don't build links wait for links they will naturally come to your website.

And then your website will rank on the top of serp results automatically.

This is officially Whitehat. :p :D

Everything else is non Whitehat.
Maybe greyhat, blackhat, redhat :D

Jokes apart you need to focus on hiding your footprints when performing SEO tasks.
You need to make sure everything looks natural.

Whitehat is just an overhyped term or a myth that's what I would call it.

People should stop calling outreach and guest posting as white hat SEO. It's not, you're intentionally involved in acquiring those backlinks, and that's black hat.

It doesn't really matter what shade your SEO is. Google doesn't care either. These shades where created by SEOs to market their shit. There is what works and what doesn't. Any website can get hit at any time, Google doesn't care about your shade (ain't racist in that sense).

Whitehat SEO is a myth

If you insist, you cansider on-page seo as whitehat and off-page seo as blackhat!!
