Whitehat SEO Strategy for New site?

Hi guys,

Just wanted to put this buy you and see what your opinion is:

So for a site that is currently unranked (used to be page 1, was penalised on the first ever penguin update, penalty finally lifted), here is the strategy I am thinking of:

Tier 1:
Web 2.0's with 3-5 Posts on each (High Quality and Unqiue)
Press Release Submission

Tier 2:
Social Bookmarks pointed at the web 2.0's
Article Posting
Guest book posts
Wiki's


PBN:
I am also thinking of directing a PBN straight towards the money site, thinking of using the following service for that:

Questions:

1. Are there any services you guys would recommend for any of this? Ideally some tried and tested especially for a site that has a penalised history.
2. Maybe any monthly all in one services that are sufficient to do the job?
3. Is it a good idea to point the PBN directly to money site or would you hit the Tier 1's ?
4. Would you use this service to point to the tier 1's maybe:

You can't do white hat SEO with link schemes; building any (do-follow) links that are intended to manipulate your rankings in the SERPs are against the Google Webmaster Guidelines and will only result in another penalty if done haphazardly. If you're looking to build white hat inbound links, then look for services which build no-follow inbound links on relevant websites. Since these no-follow links do not affect your rankings in the SERPs, they will not be considered link schemes and you may also receive traffic (and potentially do-follow inbound links from visitors who find your posts and pages useful) from these backlinks assuming they are placed on relevant websites.

Are you suggesting any form of link building is blackhat then?
 
yes any form of link building is considered black hat
 
Doubt that's true google understands the web and understands webmasters will market and advertise so not all link building is black hat.
 
Don't want to get into a blackhat/whitehat debate, as all of us have different perspectives on this. Just one word of caution. If you're sending press releases to your site, make sure to avoid using anchored links.
 
Your tier 1 looks very thin and spammy and the sources to support that level are horrible. Tier 1 properties need to be much stronger. They should be treated similar to money sites.
 
What sort of links would you suggest on tier 1 then ?
 
As Zwielicht mentioned... Your strategy is completely unrelated to the actual strategy you want to inquire. Tier 1/ Tier 2?

If you actually ranked with that site then, IMO, it will be hard to re-rank it because the history is there, even if you say the penalty was lifted (how do you know?)...

As for the questions, i can only respond to #3 and Yes, you can point the links and rank, and the good part is that you have waay more control this way, and can remove them at any time, if you want it.
 
Generally Google looks for natural links i.e they want website got naturally referred by others sites.
 
After the google update I suggest you just build the links on relevant website. And also check the alexa rank or page rank.

I think it's better for you to order a unique articles and then post it to articles directories. But slow, not fast.

Tier 1, Tier 2, Tier 3, PBN..it is all bullshit and time-consuming dude...! These are some techniques which worked many years back but not now....You are not going to reach anywhere... Go get some sponsored posts from relevant blogs..! Many blogs out there offer sponsored posts. They even write the articles for you.. Instead of spending money on various Tiers you can get sponsored post published in a relevant blog....

If you are planning to make 100 niche sites like those and rank every such site in Google and make money from them you are only dreaming..! By the time you create 5 such sites you will come to know the difficulty..!
