Has an effective whitehat SEO software ever been developed? Something that could scrape relevant URLs and send out mass emails with outreach link building templates?
What about having something like this developed? What would the price be to have something like this made?

    Thanks!

Is this really "white hat" ?

Anyway there are quite a few seo tools that are mainly used for BH purpose, but can also be used for WH.
ScrapeBox is probably the best example, it's a very powerful tool, but still just a tool. How white/grey/black hat it becomes depends on how you decide to use it.

I might shock you with this but YES, there are effective white hat SEO tools.

Lots of tools like Senuke, Scrapebox where not meant for black hat, a lot of people simply misused it.

It's like guns, they are good and bad, it depends on the hand it fall into.

Another tips of the iceberg, SEO is a very expensive business, you don't expect to get quick ranking by running multiple SEO softwares on some crapping sites or pay $99 and expect to be on the SERP in 30days and still maintain it for long, it's total unseriousness. It's not weird to pay $1k+ for a monthly SEO...

I implore you to think long term..

And also, even when you run this tools which i do mainly for diversification and a few other stuff, you will still need to manually do some works and also buy high pr links which can cost $150 per site or more.
